I enclose for Your Lordships' information copy of a communication from Admiral Ryder transmitting a Report from Lieutenant Bax on the subject. I also enclose a copy of a letter from Mr Price suggesting that a Board report on the locality and position of the proposed breakwaters. At my request, the Commodore has nominated Staff Commander Dixon as a member of this Board.
When the Board has reported and the plans and estimate are prepared, I shall again communicate with Your Lordship.
